What information does the Council hold on:1. the percentage of your adult population who live in Scottish Borders work in England?2. the percentage of your adult population who work in Scottish Borders live in England?
3. cross border retail activity? Do you have records on what percentage of Scottish Border residents shop South of the Border and how often; and what percentage of English residents shop in Scottish Borders and how often?
4. Are there any reports which you are aware of prepared by third parties which contain such or similar information?
5. Does your Council have any proposals to seek up-to-date information on the above information?
6. Does your Council have proposals to commission an independent report on the possibility of a 'Hard Border' in the event of Scotland becoming an independent State?

Unfortunately Scottish Borders Council do not hold the information you have requested. Therefore we give notice under s17 of FOI(S)A 2002 and declare that the information is not held.
However Scottish Borders Council have provided the following information which hopefully will be helpful to you.
Scottish Borders Council do not own data sets concerning the population that works in England and lives in Scottish Borders, and vice versa. That information is collected by Scottish Government for the Census and is called Census Flow Data, the most recent data sets being 2011. There are various tools available online to view and visualise these data sets. Scottish Borders Council were able to access this via the public Nomis website and from this information,
Of the 40,013 people aged over 16 who live in Scottish Borders and who were in employment at the time of the 2011 Census:
* 1,678 of them work in England
* 8 work in Northern Ireland
* 5 work in Wales
* The remaining 38,330 work in Scotland
