Please can I request the number of deaths from January 1st 2021 - 31st December 2021 (inclusive) in each of the following housing situations in your local authority area. Accommodation for homeless people commissioned by your council including hostels and supported accommodation for people identified as rough sleeping or with a history of rough sleeping. Temporary accommodation commissioned by your local authority.
Supported accommodation for homeless young people commissioned by your council.
Rough sleeping or with no fixed abode.
Where you have access to any of the following information please include the cause of death or suspected cause of death, date of death, the persons gender, the persons age when they died, their ethnicity and their immigration status. If you cannot provide any of this information then please just provide the number of deaths.

It should be noted that the national HL1 framework for recording homelessness applications does not allow for 'death' to be recorded as an outcome, however, a manual check of 'Other (known)' outcomes of cases closed between 01/01/2021 to 31/12/2021 show that we are aware of 3 homeless applicants who have died during their application.
To avoid the possibility of an individual being identified I am unable to provide the cause of death or suspected cause of death, date of death, the persons gender, the persons age when they died, their ethnicity and their immigration status.. The Freedom of Information (Scotland) Act 2002 allows a public authority to withhold information in response to a request, where one or more exemptions listed in FOISA applies. In this case Scottish Borders Council exempts this information under S26(a) because its release is prohibited by another enactment; as its release would be contrary of Article 8 of the European Convention in Human Rights.
