Response
Q1-4.The Council does not keep records on the length of roads closed nor the overall length of works as detailed in the EIR as we are not required to report on road length as a metric as part of any auditory purposes.
We do not receive nor record details of each road closure length as many of the works relating to road closures change as works progress daily.  We receive a not to scale map/plan from a utility company, but these maps/plans do not detail closure length.
To review the last 3 years of road closures and to measure the extent of each patch, pothole, drainage, road crossing, etc. manually would be extremely complex and voluminous.

Under 10(4)(b) of EI(S)R 2004 Scottish Borders Council is not obliged to comply with a request that is considered to be manifestly unreasonable.

All information on road closures that the Council hold is public and can be found on the public website (link below) this allows the public to review historic notices and as of this evening there are 15,158 archived notices available for the public to review.
We can provide a value for the number of roads closed for each year which would include road closures associated with events.

5. Amount of money invested in road improvements in your local authority  £10,943,512 financial year 2019/20 £10,209,804 financial year 2020/21 This figure will not be available until after we have completed our year end process.  Therefore we refer to Regulation 10(4)(a) of EI(S)R 2004 and declare that the information is not held.
