I am happy to pay Council Tax, providing I am given full disclosure of the following information concerning public funds:  1. A detailed breakdown of all services which Council Tax money is used for.  
2. Receipts for all monies spent that was collected from Council Tax payments in the county of Selkirkshire between March 2020-March 2022.
 
3. Written proof that all monies were spent within the Selkirkshire borough between March 2020-March 2022.
 
Response
1.  The Council is funded primarily from Scottish Government grant (both general grant and funding through the Non-Domestic Rates pool) and Council Tax with Council Tax making up around 20% of the overall funding. This total funding is used to provide Council services, we are unable to attribute spend to specific elements of funding.  The Council publishes annual accounts each year reporting the financial position of the Council.

2. The Council does not attribute spend to specific elements of funding therefore as above we are unable to specifically relate spend in Selkirkshire to Council Tax collected.
 
3. Council Tax collected is part of the overall funding of all Council services across all areas of the Borders. Revenues which are collected within the Scottish Borders Council area are spent within that same area, these revenues for part of the Council's overall expenditure plans are not directly attributable,  or allocated to fund the specific localities of the Borders where they may be collected.
