How to sell to the council
Purchasing is part of Procurement and includes all activities where we receive something in exchange for value.
We often use a tendering procedure when the estimated value of goods, services, or works makes it necessary. This value is the total financial cost of the contract over its duration.
These values are called threshold values and are as follows:
Purchases estimated at up to £5k
If we can’t buy from an existing supplier or there’s no contract, our Officers will find the best way to purchase up to £1k, ensuring Best Value. Consider which of our Services your product or service fits, and contact them directly to introduce your company.
Purchases or Contracts up to an estimated £50k
For estimated contracts up to £50k (or £500k for construction only), we usually use existing Council or national contracts. If none exist, we get at least three quotes, often using the Public Contracts Scotland (PCS) Quick Quote facility.
To participate, your company must be registered on PCS, and the relevant service must know about your company to request a quote.
Full Tendering Procedures over £50k
For contracts over £50k (or £500k for construction only), our Procurement Service handles all purchasing. Full tenders are done through the PCS and PCS-T websites.
